Paan Spitting Fines in London’s Harrow Area

Two Indian-Origin Men Fined Heavily for Spitting PaanIn the London Borough of Brent (which includes the Harrow area like Kingsbury and nearby spots), two men of Indian origin have been fined £1,391 each (total £2,782) by Brent Council for spitting paan (betel nut juice) in public. One man, Akshitkumar Patel, was fined for spitting on Kingsbury Road outside Kingsbury station.
The other, Hitesh Patel, was fined for spitting on Clarendon Gardens near North Wembley station.

This is part of Brent Council’s ongoing “zero-tolerance” crackdown on paan spitting. The red stains from paan are hard to remove, costing the council over £30,000 (about ₹35-37 lakh) every year for cleaning streets, pavements, and buildings using high-pressure jet washes.Normally, initial fines start at around £100, but these higher amounts (£1,391 each) appear to be escalated penalties, possibly for non-payment of initial notices, repeated offences, or court-upheld fixed penalties.

Krupa Sheth’s Statements on Paan SpittingKrupa Sheth (often spelled as such; likely the person referred to as “Karupa Seth”) is the Councillor and Cabinet Member for Public Realm and Enforcement (or Environment) at Brent Council in London. She has been vocal about the council’s crackdown on paan spitting, which causes red stains on streets, costs over £30,000 annually to clean, and poses health/environmental risks. Here are her key quoted statements from recent and past reports:”I am delighted that we continue to take a zero-tolerance approach to those who ruin our streets; that includes those that spit out paan and stain street furniture.”

(From BBC and council announcements, around late 2025 crackdown updates.)
“Don’t mess with Brent, because we will catch you and fine you.”
(A strong warning issued in connection with the enforcement patrols and fines.)
In earlier campaigns (e.g., 2018–2022), she emphasized: “Not only is paan spitting a stain on our community, but it also comes with serious health implications.” She has pushed for community awareness, signs in English and Gujarati, enforcement officers with body cameras, and support programs to help people quit paan.
