The Delhi government’s Sentence Review Board (SRB), under the current BJP-led administration, rejected his application for permanent/premature release. The SRB meeting occurred on December 23, 2025, with the formal decision communicated via a letter dated February 6, 2026. This rejection was publicly highlighted on February 9, 2026, by advocates and Sikh media outlets.
Conviction and Sentence: Convicted under the now-repealed TADA (Terrorist and Disruptive Activities Prevention Act), he was initially sentenced to death. The conviction relied heavily on a retracted confession allegedly obtained under duress, with no other direct evidence presented in court.
Commutation: On March 31, 2014, the Supreme Court of India commuted his death sentence to life imprisonment, citing inordinate delay in deciding his mercy petition (over 8 years) and his diagnosed schizophrenia/mental illness.
Health and Imprisonment: He has suffered from schizophrenia for many years, treated in prison. He has spent over 30 years behind bars (as of 2026), including time in Tihar Jail (Delhi) before transfer to Amritsar Central Jail. He has received multiple paroles over the years (e.g., short periods in 2016 and others), but no permanent release.
