A couple from Punjab, Baljit Kaur and Lakhwinder Singh, has approached the Punjab and Haryana High Court seeking a court-monitored CBI probe into the alleged fake encounter of their 22-year-old son, Jaspreet Singh, who was killed in Nabha on March 13 after what they claim was a false accusation of kidnapping a child.
The petition, filed through advocate Navkiran Singh, states that Jaspreet had recently returned from Canada, where he was studying, and was gunned down by police under suspicious circumstances.
The post-mortem revealed seven bullet wounds, including three close-range shots and one to the forehead, suggesting a point-blank execution. The parents allege that instead of facing scrutiny, the police officers involved were rewarded with promotions and cash incentives.
They argue that an impartial investigation by the same force responsible for the killing is unacceptable and demand an independent, time-bound CBI inquiry. The case is set for hearing tomorrow.
ਪੰਜਾਬ ਦੇ ਇੱਕ ਜੋੜੇ, ਬਲਜੀਤ ਕੌਰ ਅਤੇ ਲਖਵਿੰਦਰ ਸਿੰਘ, ਨੇ ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈਕੋਰਟ ਵਿੱਚ ਅਰਜ਼ੀ ਦਾਇਰ ਕੀਤੀ ਹੈ, ਜਿਸ ਵਿੱਚ ਉਨ੍ਹਾਂ ਦੇ 22 ਸਾਲਾ ਪੁੱਤਰ ਜਸਪ੍ਰੀਤ ਸਿੰਘ ਦੀ ਕਥਿਤ ਫਰਜ਼ੀ ਮੁਕਾਬਲੇ ਵਿੱਚ ਮੌਤ ਦੀ ਸੀਬੀਆਈ ਜਾਂਚ ਦੀ ਮੰਗ ਕੀਤੀ ਗਈ ਹੈ। ਉਹ ਚਾਹੁੰਦੇ ਹਨ ਕਿ ਇਹ ਜਾਂਚ ਅਦਾਲਤ ਦੀ ਨਿਗਰਾਨੀ ਹੇਠ ਸਮਾਂਬੱਧ ਤਰੀਕੇ ਨਾਲ ਹੋਵੇ। ਇਹ ਘਟਨਾ 13 ਮਾਰਚ, 2025 ਨੂੰ ਪਟਿਆਲੇ ਦੇ ਨਾਭਾ ਵਿੱਚ ਵਾਪਰੀ ਸੀ।
ਜਸਪ੍ਰੀਤ ਸਿੰਘ ਅਕਤੂਬਰ 2022 ਤੋਂ ਕੈਨੇਡਾ ਵਿੱਚ ਵਿਦਿਆਰਥੀ ਵਜੋਂ ਰਹਿ ਰਿਹਾ ਸੀ ਅਤੇ ਹਾਲ ਹੀ ਵਿੱਚ ਉਸ ਦਾ ਵਿਆਹ ਹੋਇਆ ਸੀ। ਉਸ ਉੱਤੇ ਆਰੋਪ ਸੀ ਕਿ ਉਸ ਨੇ ਆਪਣੇ ਇੱਕ ਦੂਰ ਦੇ ਰਿਸ਼ਤੇਦਾਰ ਦੇ ਸੱਤ ਸਾਲ ਦੇ ਬੱਚੇ ਨੂੰ ਅਗਵਾ ਕੀਤਾ ਸੀ, ਜਿਸ ਦੇ ਅਧਾਰ ਤੇ ਉਸ ਵਿਰੁੱਧ ਐਫਆਈਆਰ ਦਰਜ ਕੀਤੀ ਗਈ ਸੀ। ਜਸਪ੍ਰੀਤ ਦੇ ਮਾਪਿਆਂ ਦਾ ਦਾਅਵਾ ਹੈ ਕਿ ਉਸ ਨੂੰ ਝੂਠੇ ਕੇਸ ਵਿੱਚ ਫਸਾਇਆ ਗਿਆ ਸੀ। ਉਨ੍ਹਾਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਜਸਪ੍ਰੀਤ ਨੇ ਪੁਲਿਸ ਅੱਗੇ ਸਰੰਡਰ ਕਰ ਦਿੱਤਾ ਸੀ, ਪਰ ਫਿਰ ਵੀ ਉਸ ਨੂੰ ਇੱਕ ਸਾਜ਼ਿਸ਼ੀ ਮੁਕਾਬਲੇ ਵਿੱਚ ਮਾਰ ਦਿੱਤਾ ਗਿਆ।
ਮਾਪਿਆਂ ਅਨੁਸਾਰ, ਘਟਨਾ ਵਾਲੀ ਥਾਂ ਦੇ ਗਵਾਹਾਂ ਨੇ ਦੱਸਿਆ ਕਿ ਉਨ੍ਹਾਂ ਨੇ ਕੋਈ ਗੋਲੀਬਾਰੀ ਦੀ ਆਵਾਜ਼ ਨਹੀਂ ਸੁਣੀ, ਜੋ ਪੁਲਿਸ ਦੇ ਮੁਕਾਬਲੇ ਦੇ ਦਾਅਵੇ ਨੂੰ ਸ਼ੱਕੀ ਬਣਾਉਂਦਾ ਹੈ। ਪੋਸਟਮਾਰਟਮ ਰਿਪੋਰਟ ਵਿੱਚ ਸਾਹਮਣੇ ਆਇਆ ਕਿ ਜਸਪ੍ਰੀਤ ਦੇ ਸਰੀਰ ਉੱਤੇ ਸੱਤ ਗੋਲੀਆਂ ਦੇ ਜ਼ਖ਼ਮ ਸਨ। ਇਨ੍ਹਾਂ ਵਿੱਚੋਂ ਤਿੰਨ ਜ਼ਖ਼ਮਾਂ ਦੇ ਨੇੜੇ “ਟੈਟੂਇੰਗ” (ਜਲਣ ਦੇ ਨਿਸ਼ਾਨ) ਸਨ, ਜੋ ਇਹ ਦਰਸਾਉਂਦੇ ਹਨ ਕਿ ਗੋਲੀਆਂ ਨੇੜਿਓਂ ਚਲਾਈਆਂ ਗਈਆਂ ਸਨ। ਇੱਕ ਗੋਲੀ ਮੱਥੇ ਉੱਤੇ ਸੀ, ਜੋ ਸੰਭਾਵਤ ਤੌਰ ‘ਤੇ ਬਿਲਕੁਲ ਨੇੜੇ ਤੋਂ ਮਾਰੀ ਗਈ ਸੀ। ਇਹ ਸਾਰੇ ਸਬੂਤ ਮਾਪਿਆਂ ਦੇ ਇਸ ਦਾਅਵੇ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰਦੇ ਹਨ ਕਿ ਇਹ ਮੁਕਾਬਲਾ ਫਰਜ਼ੀ ਸੀ।
ਮਾਪਿਆਂ ਅਨੁਸਾਰ, ਘਟਨਾ ਵਾਲੀ ਥਾਂ ਦੇ ਗਵਾਹਾਂ ਨੇ ਦੱਸਿਆ ਕਿ ਉਨ੍ਹਾਂ ਨੇ ਕੋਈ ਗੋਲੀਬਾਰੀ ਦੀ ਆਵਾਜ਼ ਨਹੀਂ ਸੁਣੀ, ਜੋ ਪੁਲਿਸ ਦੇ ਮੁਕਾਬਲੇ ਦੇ ਦਾਅਵੇ ਨੂੰ ਸ਼ੱਕੀ ਬਣਾਉਂਦਾ ਹੈ। ਪੋਸਟਮਾਰਟਮ ਰਿਪੋਰਟ ਵਿੱਚ ਸਾਹਮਣੇ ਆਇਆ ਕਿ ਜਸਪ੍ਰੀਤ ਦੇ ਸਰੀਰ ਉੱਤੇ ਸੱਤ ਗੋਲੀਆਂ ਦੇ ਜ਼ਖ਼ਮ ਸਨ। ਇਨ੍ਹਾਂ ਵਿੱਚੋਂ ਤਿੰਨ ਜ਼ਖ਼ਮਾਂ ਦੇ ਨੇੜੇ “ਟੈਟੂਇੰਗ” (ਜਲਣ ਦੇ ਨਿਸ਼ਾਨ) ਸਨ, ਜੋ ਇਹ ਦਰਸਾਉਂਦੇ ਹਨ ਕਿ ਗੋਲੀਆਂ ਨੇੜਿਓਂ ਚਲਾਈਆਂ ਗਈਆਂ ਸਨ। ਇੱਕ ਗੋਲੀ ਮੱਥੇ ਉੱਤੇ ਸੀ, ਜੋ ਸੰਭਾਵਤ ਤੌਰ ‘ਤੇ ਬਿਲਕੁਲ ਨੇੜੇ ਤੋਂ ਮਾਰੀ ਗਈ ਸੀ। ਇਹ ਸਾਰੇ ਸਬੂਤ ਮਾਪਿਆਂ ਦੇ ਇਸ ਦਾਅਵੇ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰਦੇ ਹਨ ਕਿ ਇਹ ਮੁਕਾਬਲਾ ਫਰਜ਼ੀ ਸੀ।
ਇਸ ਤੋਂ ਇਲਾਵਾ, ਮਾਪਿਆਂ ਨੇ ਅਰਜ਼ੀ ਵਿੱਚ ਦੱਸਿਆ ਕਿ ਇਸ ਘਟਨਾ ਵਿੱਚ ਸ਼ਾਮਲ ਪੁਲਿਸ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਤਰੱਕੀਆਂ ਅਤੇ ਨਕਦ ਇਨਾਮ ਦੇ ਕੇ ਸਨਮਾਨਿਤ ਕੀਤਾ ਗਿਆ। ਇਸ ਕਾਰਨ ਉਹ ਪੰਜਾਬ ਪੁਲਿਸ ਦੀ ਜਾਂਚ ‘ਤੇ ਭਰੋਸਾ ਨਹੀਂ ਕਰਦੇ ਅਤੇ ਸੀਬੀਆਈ ਜਾਂਚ ਦੀ ਮੰਗ ਕਰ ਰਹੇ ਹਨ।
ਪੰਜਾਬ ਅਤੇ ਹਰਿਆਣਾ ਹਾਈਕੋਰਟ ਨੇ 2 ਮਈ, 2025 ਨੂੰ ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਪੰਜਾਬ ਸਰਕਾਰ ਅਤੇ ਸੀਬੀਆਈ ਨੂੰ ਨੋਟਿਸ ਜਾਰੀ ਕੀਤੇ। ਅਗਲੀ ਸੁਣਵਾਈ ਜੁਲਾਈ ਦੇ ਪਹਿਲੇ ਹਫਤੇ ਵਿੱਚ ਨਿਸ਼ਚਤ ਕੀਤੀ ਗਈ ਹੈ।
ਮਾਪਿਆਂ ਦੀ ਮੰਗ ਹੈ ਕਿ ਉਨ੍ਹਾਂ ਦੇ ਪੁੱਤਰ ਨੂੰ ਇਨਸਾਫ ਮਿਲੇ ਅਤੇ ਇਸ ਘਟਨਾ ਦੀ ਨਿਰਪੱਖ ਜਾਂਚ ਹੋਵੇ, ਤਾਂ ਜੋ ਸੱਚ ਸਾਹਮਣੇ ਆ ਸਕੇ।
