ਟ੍ਰਿਬਿਊਨ ਨੇ ਮੁਹਾਲੀ ਸੀਬੀਆਈ ਅਦਾਲਤ ਵੱਲੋਂ 1980 ਤੋਂ 1996 ਤੱਕ ਹੋਏ ਫਰਜ਼ੀ ਮੁਕਾਬਲਿਆਂ ਲਈ ਜ਼ਿੰਮੇਵਾਰ 129 ਪੁਲਿਸ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਸੁਣਾਈ ਗਈ ਸਜ਼ਾ ਦੀ ਤੁਲਨਾ ਬੰਦੀ ਸਿੰਘਾਂ ਦੀ ਰਿਹਾਈ ਨਾਲ ਕੀਤੀ ਹੈ। ਜਦਕਿ ਬੰਦੀ ਸਿੰਘ ਤਿੰਨ ਦਹਾਕਿਆਂ ਤੋਂ ਜੇਲ੍ਹਾਂ ਵਿੱਚ ਬੰਦ ਹਨ ਤੇ ਕਿਸੇ ਨੂੰ ਵੀ ਸਮੇਂ ਤੋਂ ਪਹਿਲਾਂ ਨਹੀਂ ਛੱਡਿਆ ਗਿਆ।
ਇਹ ਖ਼ਬਰ ਦਾ ਅਸਲ ਮਕਸਦ ਪੁਲਿਸ ਵਾਲਿਆਂ ਦੇ ਹੱਕ ਵਿੱਚ ਮਾਹੌਲ ਬਣਾਉਣਾ ਜਾਪਦਾ ਹੈ। ਅਸਲ ਖ਼ਬਰ ਵਿਚਕਾਰ ਵਾਲੇ ਹਿੱਸੇ ਵਿੱਚ ਹੈ।
ਹੁਣ ਪੁਲਿਸ ਅਫ਼ਸਰਾਂ ਦੀ ਐਸੋਸ਼ੀਏਸ਼ਨ ਵੱਲੋਂ ਰਾਜਪਾਲ ਨੂੰ ਇਨ੍ਹਾਂ ਕਤਲਾਂ ਦੇ ਦੋਸ਼ੀ ਪੁਲਿਸ ਅਫ਼ਸਰਾਂ ਨਾਲ ਰਿਆਇਤ ਦੀ ਪੈਰਵਾਈ ਤੋਂ ਬਾਅਦ ਰਾਜਪਾਲ ਨੇ ਝੱਟ ਹੀ 129 ਪੁਲਿਸ ਅਧਿਕਾਰੀਆਂ ਲਈ ਮੁੱਖ ਸਕੱਤਰ ਅਤੇ ਪੰਜਾਬ ਦੇ ਡੀਜੀਪੀ ਨੂੰ ਲਿਖ ਦਿੱਤਾ ਹੈ।
ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੀ ਗੰਭੀਰ ਉਲੰਘਣਾ ਦਾ ਕੋਈ ਨੋਟਿਸ ਨਹੀਂ ਲਿਆ ਗਿਆ ਹੈ।
ਉਧਰ ‘ਆਪ’ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਪੁਲਿਸ ਨੇ ਤਿੰਨ ਦਹਾਕਿਆਂ ਬਾਅਦ ਫਿਰ ਤੋਂ ਫਰਜ਼ੀ ਮੁਕਾਬਲੇ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੇ ਹਨ।

ਸ੍ਰੀ ਅਕਾਲ ਤਖ਼ਤ ਸਾਹਿਬ ਦੇ ਕਾਰਜਕਾਰੀ ਜਥੇਦਾਰ ਗਿਆਨੀ ਕੁਲਦੀਪ ਸਿੰਘ ਗੜਗੱਜ ਨੇ ਅੱਜ ਪ੍ਰਕਾਸ਼ਿਤ ਹੋਈ ਇੱਕ ਖ਼ਬਰ ਦਾ ਸਖ਼ਤ ਨੋਟਿਸ ਲੈਂਦਿਆਂ ਕਿਹਾ ਹੈ ਪੰਜਾਬ ਪੁਲਿਸ ਵੈਲਫੇਅਰ ਐਸੋਸੀਏਸ਼ਨ ਵੱਲੋਂ ਸਿੱਖ ਨੌਜਵਾਨਾਂ ਦੇ ਝੂਠੇ ਪੁਲਿਸ ਮੁਕਾਬਲਿਆਂ ਵਿੱਚ ਸੀਬੀਆਈ ਅਦਾਲਤ ਵੱਲੋਂ ਲਗਭਗ ਤਿੰਨ ਦਹਾਕਿਆਂ ਬਾਅਦ ਦੋਸ਼ੀ ਕਰਾਰ ਦਿੱਤੇ ਗਏ ਕਈ ਪੁਲਿਸ ਅਧਿਕਾਰੀਆਂ ਦੇ ਹੱਕ ਵਿੱਚ ਖੜ੍ਹਣਾ ਅਤੇ ਰਾਜਪਾਲ ਪੰਜਾਬ ਪਾਸੋਂ ਉਨ੍ਹਾਂ ਦੀ ਰਿਹਾਈ ਤੇ ਹੋਰ ਸਹੂਲਤਾਂ ਬਹਾਲ ਕਰਨ ਦੀ ਮੰਗ ਕਰਨਾ ਗ਼ੈਰ-ਇਕਲਾਖੀ ਤੇ ਗ਼ੈਰ-ਸੰਵਿਧਾਨਕ ਹੈ। ਜਥੇਦਾਰ ਗੜਗੱਜ ਨੇ ਪੰਜਾਬ ਦੇ ਰਾਜਪਾਲ ਸ੍ਰੀ ਗੁਲਾਬ ਚੰਦ ਕਟਾਰੀਆ ਨੂੰ ਆਖਿਆ ਕਿ ਸੀਬੀਆਈ ਅਦਾਲਤ ਵੱਲੋਂ ਦੋਸ਼ੀ ਕਰਾਰ ਦਿੱਤੇ ਗਏ ਪੁਲਿਸ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਸਜ਼ਾਵਾਂ ਦਿਵਾਉਣ ਲਈ ਸਿੱਖ ਨੌਜਵਾਨਾਂ ਦੇ ਪੀੜਤ ਪਰਿਵਾਰਾਂ ਨੂੰ ਪਿਛਲੇ ਤਿੰਨ ਦਹਾਕਿਆਂ ਤੋਂ ਲੰਮੀ ਕਾਨੂੰਨੀ ਲੜਾਈ ਲੜਣੀ ਪਈ ਹੈ, ਜਿਸ ਦੌਰਾਨ ਦੋਸ਼ੀਆਂ ਨੂੰ ਤਰੱਕੀਆਂ ਤੇ ਸਹੂਲਤਾਂ ਦਿੱਤੀਆਂ ਗਈਆਂ ਹਨ ਤੇ ਹੁਣ ਸਰਕਾਰ ਉਨ੍ਹਾਂ ਨੂੰ ਛੱਡਣ ਦੇ ਬਹਾਨੇ ਲੱਭ ਰਹੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਜੇਕਰ ਸਰਕਾਰ ਨੇ ਅਜਿਹਾ ਕਰਨਾ ਹੈ ਤਾਂ ਅਦਾਲਤ ਵੱਲੋਂ ਦਿੱਤੀਆਂ ਸਜ਼ਾਵਾਂ ਦਾ ਕੀ ਮਤਲਬ ਰਹਿ ਜਾਂਦਾ ਹੈ। ਇਨ੍ਹਾਂ ਪੁਲਿਸ ਅਧਿਕਾਰੀਆਂ ਨੇ 1990-94 ਵਿੱਚ ਹਜ਼ਾਰਾਂ ਸਿੱਖ ਨੌਜਵਾਨਾਂ ਨੂੰ ਚੁੱਕ ਕੇ ਝੂਠੇ ਮੁਕਾਬਲਿਆਂ ਵਿਚ ਕਤਲ ਕੀਤਾ ਸੀ, ਜਿਸ ਲਈ ਇਨ੍ਹਾਂ ਨੂੰ ਸਜ਼ਾ ਮਿਲਣੀ ਜ਼ਰੂਰੀ ਸੀ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਬਾਬਾ ਚਰਨ ਸਿੰਘ ਕਾਰ ਸੇਵਾ ਵਾਲੇ, ਭਾਈ ਜਸਵੰਤ ਸਿੰਘ ਖਾਲੜਾ, ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਦੇ ਰਿਸਤੇਦਾਰ ਸ. ਕੁਲਜੀਤ ਸਿੰਘ ਢੱਟ, ਭਾਰਤ ਦੀ ਅਜ਼ਾਦੀ ਸੰਘਰਸ਼ ’ਚ ਯੋਗਦਾਨ ਪਾਉਣ ਵਾਲੇ ਸ. ਸੁਲੱਖਣ ਸਿੰਘ ਭਕਨਾ, ਫੌਜ, ਸ਼੍ਰੋਮਣੀ ਗੁਰਦੁਆਰਾ ਪ੍ਰਬੰਧਕ ਕਮੇਟੀ, ਪੁਲਿਸ ਅਤੇ ਬਿਜਲੀ ਬੋਰਡ ਤੇ ਕਈ ਅਧਿਕਾਰੀਆਂ ਤੇ ਹੋਰਨਾਂ ਨੂੰ ਚੁੱਕ ਕੇ ਕਤਲ ਕਰਨ ਦੇ ਕੇਸਾਂ ਵਿਚ ਇਨ੍ਹਾਂ ਦੋਸ਼ੀ ਪੁਲਿਸ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਲੰਮੀ ਕਾਨੂੰਨੀ ਲੜਾਈ ਤੋਂ ਬਾਅਦ ਸਜ਼ਾਵਾਂ ਹੋਈਆਂ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਨ੍ਹਾਂ ਪੁਲਿਸ ਅਫ਼ਸਰਾਂ ਨੂੰ ਰਿਹਾਅ ਕਰਨਾ ਪੀੜਤ ਪਰਿਵਾਰਾਂ ਨਾਲ ਇੱਕ ਹੋਰ ਬੇਇਨਸਾਫ਼ੀ ਹੋਵੇਗੀ।
ਜਥੇਦਾਰ ਗੜਗੱਜ ਨੇ ਰਾਜਪਾਲ ਸ੍ਰੀ ਕਟਾਰੀਆ ਨੂੰ ਆਖਿਆ ਇਹ ਮਾਮਲਾ ਪੰਜਾਬ ਅੰਦਰ ਲੰਮਾ ਸਮਾਂ ਚੱਲੇ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੇ ਵੱਡੇ ਘਾਣ ਨਾਲ ਜੁੜਿਆ ਹੈ ਇਸ ਲਈ ਕੋਈ ਵੀ ਫੈਸਲਾ ਪੰਜਾਬੀਆਂ ਖ਼ਾਸਕਰ ਸਿੱਖਾਂ ਦੀਆਂ ਭਾਵਨਾਵਾਂ ਅਨੁਸਾਰ ਹੀ ਹੋਣਾ ਚਾਹੀਦਾ ਹੈ।
ਜਥੇਦਾਰ ਗਿਆਨੀ ਕੁਲਦੀਪ ਸਿੰਘ ਗੜਗੱਜ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਵੀ ਬਹੁਤ ਹੀ ਮਾੜੀ ਤੇ ਦੁਖਦਾਈ ਗੱਲ ਹੈ ਕਿ ਮੀਡੀਆ ਦਾ ਇੱਕ ਹਿੱਸਾ ਵੀ ਇਸ ਸਿੱਖ-ਵਿਰੋਧੀ ਬਿਰਤਾਂਤ ਨੂੰ ਅਗਾਂਹ ਵਧਾਉਣ ਦਾ ਰੋਲ ਅਦਾ ਕਰ ਰਿਹਾ ਹੈ ਜਦਕਿ ਇਸ ਨੂੰ ਨਿਰਪੱਖ ਤੇ ਨਿਆਂਪੂਰਣ ਹੋਣਾ ਚਾਹੀਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਜਿਵੇਂ ਮੀਡੀਆ ਵੱਲੋਂ ਦੋਸ਼ੀ ਪੁਲਿਸ ਅਧਿਕਾਰੀਆਂ ਦੀ ਤੁਲਨਾ ਦਹਾਕਿਆਂ ਤੋਂ ਸਜ਼ਾ ਭੁਗਤ ਰਹੇ ਬੰਦੀ ਸਿੰਘਾਂ ਨਾਲ ਕੀਤੀ ਗਈ ਹੈ, ਇਹ ਬਿਲਕੁਲ ਗਲਤ ਅਤੇ ਸ਼ਰਾਰਤ ਭਰੀ ਲਿਖਣੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਬੰਦੀ ਸਿੰਘ ਲੰਮਾ ਸਮਾਂ ਜੇਲ੍ਹਾਂ ਵਿੱਚ ਕੈਦ ਕੱਟ ਚੁੱਕੇ ਹਨ ਜਦਕਿ ਝੂਠੇ ਮੁਕਾਬਲਿਆਂ ਦੇ ਦੋਸ਼ੀ ਪੁਲਿਸ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਸਜ਼ਾ ਦਿਵਾਉਣ ਵਿੱਚ ਹੀ ਤੀਹ-ਤੀਹ ਸਾਲਾਂ ਦਾ ਸਮਾਂ ਲੱਗਿਆ ਗਿਆ ਹੈ। ਇਹ ਪੁਲਿਸ ਅਧਿਕਾਰੀ ਪਿਛਲੇ ਤੀਹ ਸਾਲਾਂ ਤੋਂ ਅਜ਼ਾਦ ਸਨ ਅਤੇ ਇਨ੍ਹਾਂ ਨੂੰ ਸਜ਼ਾਵਾਂ ਪਿਛਲੇ ਤਿੰਨ ਸਾਲਾਂ ਤੋਂ ਹੀ ਹੋ ਰਹੀਆਂ ਹਨ। ਇਨ੍ਹਾਂ ਦੋਵਾਂ ਪੱਖਾਂ ਦੀ ਤੁਲਨਾ ਕਿਵੇਂ ਕੀਤੀ ਜਾ ਸਕਦੀ ਹੈ ਅਤੇ ਇਹ ਵਾਜਬ ਕਿਵੇਂ ਹੈ? ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਜਿਹੜੇ ਵੀ ਬੰਦੀ ਸਿੰਘਾਂ ਦੀ ਰਿਹਾਈ ਹੋਈ ਹੈ, ਉਹ ਸੰਵਿਧਾਨ ਅਤੇ ਕਾਨੂੰਨ ਅਨੁਸਾਰ ਹੈ, ਜੋ ਕਿ ਨਿਆਂਪੂਰਣ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਜ਼ਿੰਦਾ ਸ਼ਹੀਦ ਭਾਈ ਬਲਵੰਤ ਸਿੰਘ ਰਾਜੋਆਣਾ, ਭਾਈ ਗੁਰਦੀਪ ਸਿੰਘ ਖੇੜਾ, ਪ੍ਰੋ ਦਵਿੰਦਰਪਾਲ ਸਿੰਘ ਭੁੱਲਰ, ਭਾਈ ਜਗਤਾਰ ਸਿੰਘ ਹਵਾਰਾ, ਭਾਈ ਜਗਤਾਰ ਸਿੰਘ ਤਾਰਾ, ਭਾਈ ਪਰਮਜੀਤ ਸਿੰਘ ਭਿਓਰਾ ਸਮੇਤ ਕਈ ਸਿੰਘ ਅਜਿਹੇ ਹਨ ਜਿਹੜੇ ਅਜੇ ਵੀ ਪਿਛਲੇ ਤਿੰਨ-ਤਿੰਨ ਦਹਾਕਿਆਂ ਤੋਂ ਜੇਲ੍ਹਾ ਵਿੱਚ ਨਜ਼ਰਬੰਦ ਹਨ, ਜੋ ਕਿ ਸਰਕਾਰਾਂ ਵੱਲੋਂ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੀ ਵੱਡੀ ਉਲੰਘਣਾ ਹੈ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸਿੱਖ ਨੌਜਵਾਨਾਂ ਦੇ ਪੀੜਤ ਪਰਿਵਾਰਾਂ ਨੂੰ ਹਾਲੇ ਤੱਕ ਪੂਰੀ ਤਰ੍ਹਾਂ ਇਨਸਾਫ਼ ਨਹੀਂ ਮਿਲਿਆ ਹੈ ਅਤੇ ਜਿਨ੍ਹਾਂ ਪਰਿਵਾਰਾਂ ਨੂੰ ਕੁਝ ਨਿਆਂ ਮਿਲਿਆ ਵੀ ਹੈ ਤਾਂ ਹੁਣ ਸਰਕਾਰ ਵੱਲੋਂ ਉਨ੍ਹਾਂ ਮਾਮਲਿਆਂ ਵਿੱਚ ਸਜ਼ਾ ਭੁਗਤ ਰਹੇ ਦੋਸ਼ੀ ਪੁਲਿਸ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਸਮੇਂ ਤੋਂ ਪਹਿਲਾਂ ਹੀ ਰਿਹਾਅ ਕਰਨ ਦਾ ਮਾਹੌਲ ਸਿਰਜਿਆ ਜਾ ਰਿਹਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਪੰਜਾਬ ਸਰਕਾਰ ਇਹ ਯਕੀਨੀ ਬਣਾਵੇ ਕਿ ਦੋਸ਼ੀ ਪੁਲਿਸ ਅਧਿਕਾਰੀ ਸੀਬੀਆਈ ਅਦਾਲਤ ਵੱਲੋਂ ਸੁਣਾਈ ਗਈ ਸਜ਼ਾ ਪੂਰੀ ਭੁਗਤਣ ਅਤੇ ਜੇਕਰ ਸਰਕਾਰ ਇਨ੍ਹਾਂ ਨੂੰ ਸਮੇਂ ਤੋਂ ਪਹਿਲਾਂ ਹੀ ਰਿਹਾਅ ਕਰਨ ਦੀ ਨੀਤੀ ਉੱਤੇ ਕੰਮ ਕਰੇਗੀ ਤਾਂ ਇਸ ਤੋਂ ਸਪੱਸ਼ਟ ਹੋ ਜਾਵੇਗਾ ਕਿ ਮੌਜੂਦਾ ਸਰਕਾਰ ਵੀ ਸਿੱਖਾਂ ਨੂੰ ਨਿਆਂ ਨਹੀਂ ਦੇਣਾ ਚਾਹੁੰਦੀ। ਜਥੇਦਾਰ ਗੜਗੱਜ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਪਰਤੀਤ ਹੁੰਦਾ ਹੈ ਕਿ ਮੌਜੂਦਾ ਪੰਜਾਬ ਸਰਕਾਰ ਸੰਵਿਧਾਨ ਦੀ ਗੱਲ ਕਰਦੀ ਤਾਂ ਹੈ ਲੇਕਿਨ ਇਹ ਸੰਵਿਧਾਨ ਨੂੰ ਮੰਨਦੀ ਨਹੀਂ ਅਤੇ ਇਸ ਦੀ ਮਨਸ਼ਾ ਸਿੱਖਾਂ ਨੂੰ ਕੋਈ ਇਨਸਾਫ਼ ਨਹੀਂ ਦੇਣ ਦੀ ਹੈ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸਰਕਾਰ ਪੁਲਿਸ ਦੇ ਨਾਲ ਰਲ ਕੇ ਅਜਿਹਾ ਮਾਹੌਲ ਸਿਰਜ ਰਹੀ ਹੈ ਕਿ ਦੋਸ਼ੀ ਪੁਲਿਸ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਜਲਦ ਹੀ ਬਾਹਰ ਕੱਢਿਆ ਜਾਵੇ। ਉਨ੍ਹਾਂ ਅਜਿਹੀ ਕਾਰਵਾਈ ਨੂੰ ਸੀਬੀਆਈ ਅਦਾਲਤ ਅਤੇ ਸੰਵਿਧਾਨ ਦਾ ਵੱਡਾ ਨਿਰਾਦਰ ਕਰਾਰ ਦਿੱਤਾ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਮੌਜੂਦਾ ਸਮੇਂ ਵੀ ਪੰਜਾਬ ਅੰਦਰ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦਾ ਅਜਿਹਾ ਘਾਣ ਆਮ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ, ਜੋ ਕਿ ਗਹਿਰੀ ਚਿੰਤਾ ਦਾ ਵਿਸ਼ਾ ਹੈ ਜਿਸ ਪ੍ਰਤੀ ਸਮੂਹ ਪੰਜਾਬ ਪੱਖੀ ਜਥੇਬੰਦੀਆਂ, ਸਿਆਸੀ ਧਿਰਾਂ, ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੀ ਰੱਖਿਆ ਕਰਨ ਵਾਲੀਆਂ ਸੰਸਥਾਵਾਂ ਤੇ ਸਮਾਜਿਕ ਸੰਸਥਾਵਾਂ ਨੂੰ ਇਕਜੁੱਟਨਾ ਨਾਲ ਗੰਭੀਰ ਵਿਚਾਰ ਕਰਨੀ ਚਾਹੀਦੀ ਹੈ।

The Officiating Jathedar of Sri Akal Takht Sahib Giani Kuldip Singh Gargajj, taking strict note of a news published today, has said that the Punjab Police Welfare Association’s standing in favour of several police officers convicted by the CBI court for their role in fake encounters of Sikh youth after almost three decades and demanding their release and restoration of other facilities from the Governor of Punjab is unethical and unconstitutional. Jathedar Gargajj told Punjab Governor Shri Gulab Chand Kataria that the victim families of Sikh youths have had to fight a long legal battle for the last three decades to get the police officers convicted and punished by the CBI court, during which the culprits were given promotions and facilities and now the government is finding excuses to release them. He said that if the government has to do this, then what is the point of the sentences given by the court. These police officers had kidnapped and killed thousands of Sikh youths in fake encounters in 1990-94, for which they had to be punished. He said that in the cases of kidnapping and extra-judicial killings of Baba Charan Singh Kar Sewa Wale, Bhai Jaswant Singh Khalra, Shaheed Bhagat Singh’s relative S. Kuljit Singh Dhatt, S. Sulakhan Singh Bhakna who contributed to India’s freedom struggle, many officials of Army, Shiromani Gurdwara Parbandhak Committee, Police and Electricity Board, these accused police officers have been punished after a long legal battle. He said that releasing these police officers would be another injustice to the victim families.
Jathedar Gargajj asked Punjab Governor Shri Kataria that this matter is related to a long-standing human rights violation in Punjab, therefore any decision should be made according to the sentiments of Punjabis, especially Sikhs.
Jathedar Giani Kuldeep Singh Gargajj said that it is also very bad and unfortunate that a section of the media is also playing the role of furthering this anti-Sikh narrative, while it should be fair and just. He said that as the media has compared the accused police officers with the Bandi Singhs (Sikh political prisoners) who have been serving sentences for decades, it is completely wrong and mischievous to write so. He said that the Bandi Singhs have spent a long time in jails, while it has taken thirty years to punish the police officers accused of extra-judicial killings. These police officers were free for the last thirty years and they have been being punished for the last three years only. How can these two aspects be compared with each other and how is it fair? He said that all those Bandi Singhs who have been released are as per the constitution and law, which is just. He said that there are many Singhs including Zinda Shaheed Bhai Balwant Singh Rajoana, Bhai Gurdeep Singh Khera, Prof Devinderpal Singh Bhullar, Bhai Jagtar Singh Hawara, Bhai Jagtar Singh Tara, Bhai Paramjit Singh Bheora who are still under detention in jails for the last three decades, which is a major violation of human rights by the governments.
He said that the victim families of Sikh youth have not yet received complete justice and even those families who have received some justice, now the government is creating an atmosphere to release the accused police officers serving sentences in those cases prematurely. He said that the Punjab government should ensure that the accused police officers serve the full sentence awarded by the CBI court and if the government works on the policy of releasing them prematurely, then it will be clear that the current government also does not want to give justice to the Sikhs. Jathedar Gargajj said that it is believed that the current Punjab government talks about the Constitution but it does not follow the same and its intention is not to give any justice to the Sikhs. He said that the government along with the police is creating such an atmosphere that the accused police officers should be released soon. He termed such an action as a great disrespect to the CBI court and the Constitution. He said that even at present, such a violation of human rights is common in Punjab, which is a matter of deep concern, towards which all pro-Punjab organizations, political parties, human rights organizations and social organizations should unite and give serious consideration.
