During a seminar on June 10, 2025, at Universitas Dirgantara Marsekal Suryadarma in Indonesia, Captain Shiv Kumar, India’s Defence Attaché to Indonesia, acknowledged that the Indian Air Force (IAF) lost “some aircraft” during Operation Sindoor on May 7, 2025. He attributed these losses to political constraints imposed by India’s leadership, which restricted the IAF to targeting only terrorist infrastructure and prohibited strikes on Pakistani military establishments or air defenses. Kumar stated, “I may not agree that we lost so many aircraft, but I do agree we did lose some aircraft, and that happened only because of the constraint given by the political leadership to not attack the military establishments and their air defenses”.

Operation Sindoor was launched in response to the April 22, 2025, Pahalgam terror attack that killed 26 civilians. The operation involved IAF strikes on nine terror camps across Pakistan and Pakistan-occupied Kashmir (PoK) from May 6 to May 10, 2025. Kumar noted that after initial losses on May 7, the IAF adjusted its tactics, prioritizing Suppression of Enemy Air Defenses (SEAD) and targeting military installations, which enabled successful strikes using BrahMos missiles by May 10.

The Indian Embassy in Jakarta clarified on June 29, 2025, that Kumar’s remarks were “quoted out of context” and misrepresented. The embassy emphasized that the presentation highlighted the Indian Armed Forces’ operation under civilian political leadership and that Operation Sindoor aimed to target terrorist infrastructure in a non-escalatory manner. Chief of Defence Staff General Anil Chauhan had previously confirmed IAF losses on May 31, 2025, in Singapore, without specifying numbers, and dismissed Pakistan’s claim of downing six Indian jets, including three Rafales, as “absolutely incorrect”.
Congress leaders, including Jairam Ramesh and Pawan Khera, criticized the Modi government, alleging a lack of transparency and demanding a special parliamentary session to address the losses. However, no official government statement has quantified the IAF’s losses, and claims about specific aircraft types (e.g., Rafale, MiG-29, Mirage-2000) remain unverified, with Kumar explicitly not confirming such details.
Critics, including former officials, argue that prioritizing political signaling over military strategy, such as not targeting air defenses initially, may have contributed to the losses. The controversy reflects ongoing debates about strategic decision-making and transparency in India’s military operations.
