ਸਿੰਗਾਪੁਰ: ਸਿੰਗਾਪੁਰ ਵਿੱਚ ਭਾਰਤੀ ਮੂਲ ਦੀ 70 ਸਾਲਾਂ ਦੀ ਇੱਕ ਔਰਤ ਨੂੰ ਆਪਣੇ ਅਪਾਰਟਮੈਂਟ ਨੇੜੇ ਕਬੂੁਤਰਾਂ ਨੂੰ ਗ਼ੈਰਕਾਨੂੰਨੀ ਤੌਰ ’ਤੇ ਚੋਗਾ ਪਾਉਣ ’ਤੇ 1,200 ਸਿੰਗਾਪੁਰੀ ਡਾਲਰ ਦਾ ਜੁਰਮਾਨਾ ਲਾਇਆ ਗਿਆ ਹੈ। ਨਿਊਜ਼ ਏਸ਼ੀਆ ਚੈਨਲ ਦੀ ਖ਼ਬਰ ਮੁਤਾਬਕ ਸਨਮੁਗਮਨਾਥਨ ਸ਼ਾਮਲਾ ਜੰਗਲੀ ਜੀਵਨ ਐਕਟ ਤਹਿਤ ਜੰਗਲੀ ਪੰਛੀਆਂ ਨੂੰ ਚੋਗਾ ਪਾਉਣ ਦੇ ਦੋ ਮਾਮਲਿਆਂ ’ਚ ਦੋਸ਼ੀ ਪਾਈ ਗਈ ਹੈ।
ਇਸ ਮਾਮਲੇ ’ਚ ਨੈਸ਼ਨਲ ਪਾਰਕਸ ਬੋਰਡ (ਐੱਨਪਾਰਕਸ) ਦੀ ਕਬੂਤਰ ਫੜਨ ਦੀ ਕਵਾਇਦ ’ਚ ਅੜਿੱਕਾ ਪਾਉਣ ਸਣੇ 11 ਅਜਿਹੇ ਦੋਸ਼ਾਂ ਦੇ ਵਿਚਾਰ ਕੀਤੀ ਗਈ। ਸ਼ਾਮਲਾ ਨੂੰ ਉਦੋਂ ਫੜਿਆ ਗਿਆ ਸੀ ਜਦੋਂ ਐੱਨਪਾਰਕਸ ਐਨਫੋਰਸਮੈਂਟ ਅਧਿਕਾਰੀ ਲੋਰੋਂਗ (ਲੇਨ) 4 ਟੋਆ ਪਯੋਹ ਸਥਿਤ ਉਸ ਦੇ ਘਰ ਨੇੜੇ ਜਾਂਚ ਕਰ ਰਹੇ ਸਨ। ਇਹ ਘਟਨਾ 11 ਅਪਰੈਲ 2023 ਦੀ ਹੈ।
ਅਧਿਕਾਰੀਆਂ ਨੇ ਉਸ ਨੂੰ ਕਬੂਤਰਾਂ ਨੂੰ ਦਾਣੇ ਪਾਉਂਦਿਆਂ ਦੇਖਿਆ ਅਤੇ ਉਸ ਨੂੰ ਰੋਕਦਿਆਂ ਕਿਹਾ ਕਿ ਅਜਿਹਾ ਕਰਨਾ ਇੱਕ ਗੁਨਾਹ ਹੈ। ਜੰਗਲੀ ਜੀਵਨ ਐਕਟ ਤਹਿਤ ਐੱਨਪਾਰਕਸ ਦੇ ਡਾਇਰੈਕਟਰ ਜਨਰਲ ਤੋਂ ਲਿਖਤੀ ਮਨਜ਼ੂਰੀ ਲਏ ਬਿਨਾਂ ਜੰਗਲੀ ਪੰਛੀਆਂ ਨੂੰ ਚੋਗਾ ਪਾਉਣਾ ਅਪਰਾਧ ਹੈ। ਹਾਲਾਂਕਿ ਚਿਤਾਵਨੀ ਦਿੱਤੇ ਜਾਣ ਦੇ ਬਾਵਜੂਦ ਸ਼ਾਮਲਾ ਨਵੰਬਰ 2024 ਤੱਕ ਵੱਖ-ਵੱਖ ਮੌਕਿਆਂ ’ਤੇ ਪੰਛੀਆਂ ਨੂੰ ਚੋਗਾ ਪਾਉਂਦੀ ਰਹੀ।\
A 70-year-old Indian-origin woman, Sanmugamnathan Shamla, was fined SGD 1,200 (approximately USD 930 or INR 80,000) in Singapore on May 28, 2025, for illegally feeding pigeons near her apartment in Toa Payoh. She pleaded guilty to two counts of feeding wild birds under the Wildlife Act, with eleven similar charges, including disrupting a National Parks Board (NParks) pigeon trapping exercise, taken into consideration. Shamla was caught feeding grain to pigeons on April 11, 2023, and continued despite warnings, with incidents recorded until November 2024. On February 19, 2024, she disrupted a trapping operation by banging a metal pole and clapping to scare pigeons away, forcing NParks to abandon the effort.
She had been charged in 2020 for similar offenses but was let off with a warning after agreeing to stop. Described as a “recalcitrant offender,” the court imposed a reduced fine due to her age and circumstances. Feeding wildlife without NParks’ approval is illegal in Singapore, with first-time offenders facing up to SGD 5,000 in fines. Shamla paid the fine in full, avoiding a two-day prison term, citing health concerns. NParks noted she was linked to over half of the 200+ complaints about pigeon feeding in the area since 2019, causing significant issues like droppings and environmental mess
